The Dawn of a New Era at KAST
After nearly four years of deliberate, strategic preparation, West Palm Beach-based KAST Construction is officially ushering in a new chapter of corporate governance. Mike Neal, the visionary leader who transformed the contractor into a regional powerhouse, is stepping down as CEO this December. He will be succeeded by Sean Ouellette, the company’s current president and chief operating officer.
The transition marks the conclusion of a meticulous internal succession plan that began in earnest in early 2023. By transitioning full ownership to an eight-member executive partnership, KAST is signaling a shift from a founder-led enterprise to a collaborative, partner-managed firm designed for long-term sustainability. While the financial details of the buyout remain undisclosed, the move serves as a blueprint for private-sector firms looking to ensure continuity without sacrificing the company’s core culture.
Chronology of a Succession
The journey to this moment was neither sudden nor reactive. It was a phased, intentional evolution of corporate structure.
- 2010: Mike Neal joins KAST Construction, marking the beginning of a period of explosive growth. Under his stewardship, annual revenues would climb from $50 million to over $702.5 million by 2025.
- 2016: Sean Ouellette joins the company, tasked with launching the firm’s critical Tampa office.
- Early 2021: Neal initiates the succession process, identifying key internal talent capable of carrying the firm’s legacy forward.
- June 2023: KAST publicly announces the inclusion of eight senior executives into the ownership group.
- 2023–2025: Ouellette, as COO, leads a massive modernization effort, overhauling the firm’s accounting, IT, HR, and preconstruction systems.
- October 2025: Ouellette is appointed president of the company.
- December 2026: Official transition of the CEO role from Mike Neal to Sean Ouellette.
The Architects of the Future: The Eight Partners
The transition is unique in its breadth. Rather than appointing a single heir apparent from the outside, Neal and his board opted for a "power of many" model. The eight partners are deeply embedded in the company’s regional operations, ensuring that the top brass is never disconnected from the job site.
The ownership group includes:
- West Palm Beach: Michael MacDonald and Sean Martin
- Miami: Modesto Millo and Neil Levy
- Tampa: Kristine Retetagos and Alex Cervera
- Corporate: Sean Ouellette and Jim Rhinehart (Market Diversification)
This geographic distribution is intentional. Neal notes that by having two shareholders at the helm of every major office, the company enforces a rigorous standard of discipline. "It’s gotta be the right work," Neal explains. "The right margins, the right contract, the right risk profile for our company—not too big, not too small."
Modernizing the Back Office: Ouellette’s Operational Impact
Before assuming the role of CEO, Ouellette spent two and a half years as COO, a period he describes as a "tactical pause." During this time, he identified that while KAST had invested heavily in its project teams and field execution, the administrative infrastructure required to support nearly $700 million in revenue was lagging.
"Sometimes you’ve got to take a tactical pause and look in the mirror and say, ‘OK, where are weak spots and what do we need to do?’" Ouellette says.
His focus on modernizing IT, HR, and accounting systems was more than just a bureaucratic upgrade; it was a fundamental requirement for the firm’s next stage of growth. By shoring up these internal systems, Ouellette ensured that the firm’s expansion into new markets would not be hampered by operational friction.
Strategic Implications: Diversification and Growth
With the internal foundation solidified, KAST is now looking toward an ambitious outward expansion. The company is currently building out a team in Orlando, having recently signed a lease for a new office. Furthermore, leadership is actively exploring entry into Southwest Florida, specifically the Naples and Fort Myers markets, which they believe align perfectly with their core competencies.
The Shift in Project Mix
Perhaps the most significant strategic shift under the new leadership is the diversification of the firm’s portfolio. Traditionally, KAST has been a titan in residential and condominium construction. However, under the guidance of Jim Rhinehart, the firm has spent the last three years aggressivey pursuing nonresidential sectors.
- Public and Institutional Work: The firm is now targeting K-12 education, higher education, municipal, and public safety projects.
- Revenue Growth: Nonresidential projects accounted for less than 5% of revenue in 2025. Current trends suggest this will reach 15% in 2026, with a long-term target of 25% to 30%.
- Counter-Cyclical Hedging: This diversification is intended to protect the company against the volatility of the private-sector real estate market, ensuring stability even during economic downturns.
Ouellette notes that KAST is leveraging its high-end quality control—honed through years of complex high-rise residential projects—to differentiate itself in the public sector. By offering a high-touch, design-assist approach, KAST is providing value to municipal clients that is often absent in standard low-bid public construction.
Official Responses: Reflections on a Legacy
Mike Neal, 70, who was recently honored with the 2026 Southeast Legacy Award, views his departure with a sense of accomplishment rather than hesitation. Having "retired twice" before, Neal understands the importance of timing.
"I wanted this to be a really good transition," Neal says. "They can manage their own business, build their own relationships, and they have a great group of people supporting them. We’re right where we need to be."
For Ouellette, the transition is about honoring the "playbook" Neal established while injecting a new, forward-looking energy. "You realize very quickly that the only asset that you have as a company is the people that are out there representing you every day," Ouellette reflects. "We all worked at the company for many years and were friendly with each other. But we had not worked as partners. The longer transition gave us time to learn to lead together."
Looking Ahead: Governance and Continuity
As KAST moves into 2027, several governance questions remain. The company currently does not have a board of directors, though Ouellette has expressed interest in forming one. He has even floated the idea of asking Neal to serve in an advisory capacity, though no formal plans have been made.
There is also the question of the corporate COO position. Whether the company will appoint a successor to Ouellette’s former role or rely on the decentralized leadership of the regional offices is a decision that will likely be settled in the coming months.
Despite these open-ended questions, the sentiment at KAST is one of overwhelming stability. By choosing to promote from within rather than recruiting an external CEO, the leadership has sent a powerful message to their employees: KAST is a company where career longevity is rewarded, and the top leadership positions are attainable for those who build the firm’s culture.
For Neal, the transition is the final piece of a career-long puzzle. "I would love to see them become more successful than they already are," he says, "and if I can help Sean in any way, I will certainly continue to do that."
As the industry watches, KAST Construction stands as a compelling case study in succession planning. By prioritizing relationships, investing in backend infrastructure, and carefully grooming a generation of partner-leaders, the firm has managed to turn a potential moment of crisis into a springboard for its next decade of growth. Under the guidance of Ouellette and his eight partners, KAST is poised not just to build, but to thrive in a shifting construction landscape.
