The construction industry, long accustomed to designing for the "average" weather patterns of the past, is undergoing a profound paradigm shift. At the U.S. Green Building Council’s (USGBC) Greenbuild conference, held in New York City from October 20–23, the message from architects, engineers, and financial experts was unanimous: climate change is no longer a future risk to be mitigated—it is an endemic reality that must be baked into every facet of project planning, from the initial budget to the final architectural flourish.
The New Baseline: Climate as an Endemic Reality
The conference underscored a critical transition in how the built environment sector views risk. For decades, infrastructure was designed based on historical climate data—a practice that experts now warn is obsolete. Sarah Kapnick, global head of climate advisory at J.P. Morgan, noted that the majority of existing infrastructure is buckling under conditions it was never engineered to withstand.
"We’re now starting to see conditions that buildings and infrastructure were not designed for," Kapnick stated. This sentiment was echoed by Daniel Zarrilli, former New York City chief resilience officer and current vice president at Moffat & Nichol. Reflecting on the aftermath of Superstorm Sandy, Zarrilli argued that the world remains dangerously unprepared for the physical changes already manifesting as sea-level rise, intensified coastal storms, and extreme heatwaves.
To address this, the industry is moving away from treating sustainability as an optional "add-on" and toward integrating it as a fundamental project criterion. Aaron Woodward, principal and national head of sustainability at Rider Levett Bucknall, emphasized that sustainability must be established at the project’s inception. "Sustainability needs to be an early project criteria—at the very beginning, because by the time we get to conceptual design, we already have our estimates," Woodward said.
Chronology of a Shifting Paradigm
The evolution of these standards has been rapid, spurred by record-breaking economic losses.
- 2012: Superstorm Sandy acts as a wake-up call for urban resilience, prompting cities like New York to rethink infrastructure standards.
- 2025: The year proves catastrophic for global infrastructure, with climate-related disaster losses estimated at $362 billion, triggering a global cascading economic impact of approximately $2.3 trillion.
- April 2025: The USGBC releases LEED v. 5, a milestone update that formally introduces a new credit for climate risk assessments. This shift marks a pivotal moment where certification is no longer just about energy efficiency, but about long-term survival and resilience.
- October 2025: The Greenbuild conference serves as the industry’s "town hall," where professionals across the AEC (Architecture, Engineering, and Construction) spectrum gather to harmonize these new resilience standards with fiscal reality.
Supporting Data: The Financial Imperative
The economic argument for sustainable, resilient design is becoming impossible to ignore. Illya Azaroff, 2026 President of the American Institute of Architects, stressed that the industry "cannot afford not to look at climate change as a factor." The $2.3 trillion global economic impact in 2025 serves as the "true cost" of inaction.
In response, some regions are taking aggressive action. Doreen Harris, president and CEO of the New York State Energy Research and Development Authority (NYSERDA), highlighted the daunting scale of the challenge in older cities. With 54% of New York City’s building stock predating 1947, the task of retrofitting is monumental. New York State is currently funneling over $1 billion annually into energy efficiency and electrification, a move that is already yielding $2.3 billion in annual energy bill savings for residents.
However, financial institutions remain cautious. Kapnick pointed out that public companies are often risk-averse, hesitant to authorize capital outlays for problems that, while scientifically certain, have yet to "materialize" in a specific balance sheet. The challenge for the next decade will be translating climate modeling into actionable, near-term investment strategies.
Engineering for the "Bad Day"
A major theme throughout the conference was the concept of designing for the "bad day." Linnea Brudenell, associate principal at RSP Architects, advocated for modeling multiple, compounding risks. Instead of planning for a single event, designers must consider the scenario where an extreme heatwave leads to a drought, which triggers a wildfire, culminating in a power grid outage.
To achieve this, professionals are turning to advanced diagnostic tools:
- FEMA’s Resilience Analysis Planning Tool (RAPT): Used to identify geographic risk.
- World Economic Forum Global Risk Assessment: To understand macroeconomic vulnerabilities.
- First Street Foundation Data: Providing GIS-enabled, open-source climate risk mapping for specific properties.
Furthermore, structural engineering is finding ways to balance resilience with carbon reduction. Michael Hopper of LERA Consulting Structural Engineers demonstrated that high-performance, low-carbon concrete is not just a theoretical goal. By using recycled plastic void forms in slab design for the Lucas Museum of Narrative Arts, the team achieved a 47% reduction in carbon. Through ongoing academic collaboration, they have since optimized designs to reach a 56% reduction, effectively bringing concrete’s environmental footprint into competition with mass timber.
The Data Center Dilemma: Balancing Growth and Community
Perhaps no sector faces more scrutiny regarding sustainability and public perception than the data center industry. As the backbone of the digital economy, these facilities are expanding rapidly, often to the ire of local communities who fear they are "big, ugly boxes" that consume vast amounts of energy and water.
USGBC President Peter Templeton acknowledged the tension, noting that the council is spearheading a coalition to establish benchmarks for responsible data center development. The consensus among speakers was clear: the era of the windowless, imposing concrete box must end.
"Why does it have to be a box?" asked Ben Stapelton, president and CEO of USGBC California. He argued that data centers should be designed as civic assets, incorporating green facades, public space integration, and adaptive reuse of existing structures.
The industry is also being urged to embrace radical transparency. Katie Bachman, vice president of business operations at STACK Infrastructure, noted that communities are more likely to support projects when they understand the "intentionality" behind design choices. Beth Holder, CEO of Holder Construction, added that the industry must better communicate the positive impacts of these projects, such as local job creation and economic stimulation, to ensure they are viewed as partners rather than intruders.
Implications: The Road Ahead
The overarching takeaway from Greenbuild 2025 is that the construction industry is moving toward a "total cost of ownership" model that accounts for the environment, social license, and climate physics.
The integration of climate risk into LEED v. 5 is just the beginning. As insurance markets tighten and climate impacts become more frequent, the buildings that will hold their value—and remain functional—are those designed with the "endemic" nature of climate change in mind.
For architects, this means shifting from the aesthetic focus of the 20th century to the adaptive, performance-based focus of the 21st. For engineers, it means continuing the push for low-carbon materials and structural efficiency. And for owners and developers, it means recognizing that the most expensive building is not the one with the highest upfront cost, but the one that fails to survive the next decade of environmental shifts.
The industry is no longer designing for the climate we had; it is building for the climate we have. The path forward requires a blend of high-tech modeling, transparent community engagement, and a fundamental refusal to treat the planet’s stability as an externalized cost. As the sessions in New York demonstrated, the technology and the frameworks exist—the challenge now lies in the collective will to implement them at scale.
