The Paul and Diane Manning Institute of Biotechnology, currently rising within the university’s research park, represents a monumental effort to anchor Virginia as a global epicenter for cellular and gene therapies, nanotechnology, and advanced drug delivery.
Supported by a landmark donation from health care entrepreneur Paul Manning, alongside strategic state and university funding, the facility is designed as a collaborative nerve center. Spanning 354,000 square feet across five stories, the institute is poised to bridge the gap between bench-top research and industrial-scale manufacturing. Yet, the project’s most defining characteristic is not just its scientific ambition, but its structural foresight: a "build-for-growth" strategy that acknowledges the volatility and rapid pace of modern biotechnology.

When the institute opens its doors next year, approximately half of its total square footage will remain in a "shelled" state—an intentional design choice rather than a budgetary failure. By intentionally deferring the fit-out of the upper levels, UVA leadership, in conjunction with Elkus Manfredi Architects and construction manager Skanska, has created a facility capable of pivoting as the biotech industry evolves.
"We felt we had this one shot to make it a dense and different facility," explains Mashal Hartman, UVA’s project director. The decision to prioritize a larger structural footprint while staggering the interior completion allowed the team to manage post-pandemic cost escalations and the intense competition for mechanical, electrical, and plumbing (MEP) trade labor. By building the shell now, the university ensures that when the next breakthrough in gene therapy arrives, the physical infrastructure is ready to accommodate it without the need for disruptive, large-scale construction.
Chronology of a Complex Undertaking
The journey to the Manning Institute began long before the first shovel hit the dirt. The pre-construction phase was a high-stakes, year-long dialogue between stakeholders, architects, and contractors, aimed at determining which research elements were immediately feasible.
Early Enabling and Site Challenges
The project’s site-enabling package was initiated nearly 19 months before the final design was locked. This phase was fraught with engineering hurdles, including the relocation of one of Charlottesville’s primary raw water mains. Furthermore, the site’s topography necessitated the construction of a 30-foot-tall retaining wall, allowing for a 35-foot horizontal extension to accommodate the building’s L-shaped footprint, a parking structure, and a new service drive.
Subsurface conditions provided perhaps the most significant early challenge. While geologists anticipated rock, initial boring data proved too sporadic to create an accurate model. By implementing a rigorous grid of borings at 50-foot intervals, the project team discovered the true extent of the challenge: the mass excavation estimate ballooned from 8,000 cubic yards to 50,000 cubic yards.
Construction Milestones

- October 2025: Structural steel topping-out. By this point, the team had poured 13,300 cubic yards of concrete and placed over 3,700 tons of steel.

The Logistics of Precision: Supporting Data and MEP Integration
The Manning Institute is an MEP-heavy facility, with a specialized scope totaling more than $120 million. To maintain the project schedule, Skanska utilized early release packages to secure long-lead items—some of which carried wait times of up to two years.
"From the electrical perspective, we were talking to firms as far away as Boston, Florida, and Atlanta," says Matt Kidwell, Skanska project executive. The effort to source components—including massive 2-kilowatt generators and custom air handlers—was part of a broader strategy to ensure the facility was equipped with the most robust, high-performance systems available.
BIM and Interstitial Optimization
Building Information Modeling (BIM) was not merely a design tool; it was the project’s operational heartbeat. The complexity of the research environment—specifically the medicinal chemistry lab, which requires 35 specialized fume hoods—demanded an unprecedented level of coordination. Above these labs, nine feet of interstitial space is packed with steel framing and utility ductwork.
"It’s been a significant coordination effort to get everything in and still maintain an 11-foot ceiling," Kidwell notes. The team utilized BIM to model every conduit and utility line within the interior concrete masonry unit (CMU) walls. This granular approach ensured that thermostats, switches, and data ports were positioned according to ADA standards and user preferences, avoiding the costly "re-work" that typically plagues high-tech laboratory projects.

The collaboration between the university and its partners has been defined by a shared commitment to quality and longevity. Donald Sundgren, UVA vice president and chief facilities officer, reflects on the project’s fluid nature: "There were times when we weren’t sure what we’d build out. But we got a real good fit, and everybody’s happy with it."
The project’s success is also linked to the university’s savvy use of state sales tax exemptions. By taking the lead on the direct procurement of major building systems, lab casework, and specialized equipment, the university saved a substantial amount of capital, which was then reallocated to enhance the facility’s density and research capabilities.
Community Outreach
Given the sensitivity of the site—located near active medical and research buildings—blasting for site excavation was a major concern. The university took a proactive stance, hosting a series of town hall meetings. Some of these sessions drew more than 1,000 participants, ensuring that the local community and current research tenants were informed and heard throughout the most disruptive phases of construction.

"Rather than regretting what we did, we want to be glad of what we did," says Sundgren. "Even if we had to spend a little more, the value of getting this right for the next generation of researchers is immeasurable."
