In a resounding endorsement of public mobility, American voters delivered a decisive victory for transit agencies across the country during the November 3 elections. With 22 out of 26 transit-related ballot measures successfully passing, the results signal a shift in public sentiment—one that prioritizes connectivity, economic opportunity, and congestion relief over partisan divides. This wave of local support will unlock approximately $31 billion in funding, providing a vital lifeline to rail and bus systems that have navigated a precarious financial landscape in the post-pandemic era.
As Jessica Grennan, executive director of the APTA Center for Transportation Excellence, noted during a post-election webinar on November 5, these results demonstrate that transit remains a universally popular service, transcending traditional demographic and political boundaries. "Transit has been and remains popular," Grennan stated, emphasizing that the messaging strategy—focusing on job creation, improved quality of life, and efficient urban flow—resonated deeply with voters from coast to coast.
The Financial Landscape: A National Snapshot
The scope of these victories is expansive, covering everything from massive regional rail expansions to essential operational funding for bus networks. Among the notable successes is a funding measure in Colorado that will bolster the development of a commuter rail extension linking Denver to Pueblo, a project long viewed as a missing link in the state’s regional transit strategy.
In the South, Charleston voters backed a transformative initiative: a $625-million, 21-mile bus rapid transit (BRT) system. This project represents a significant evolution for the region, as planners integrated transit goals with broader infrastructure needs, including highway improvements and environmental mitigation.
Perhaps most critically, the Bay Area saw two major measures pass that essentially pulled several regional agencies back from a "financial cliff." These successes, involving BART, Caltrain, AC Transit, and Muni, secured $14 billion in sales tax revenue over the next 14 years, ensuring that service levels remain intact for millions of commuters.
Chronology of the Campaign and Election Results
The road to these victories was paved by months of strategic coalition-building and transparent public communication.
- Pre-Election Phase: Transit agencies across the country, facing looming budget gaps, spent the summer and early autumn conducting outreach. Leaders moved away from abstract policy jargon, focusing instead on "kitchen table" issues: safety, cleanliness, and on-time reliability.
- November 3 (Election Day): Voters cast their ballots, favoring transit investment in over 84% of the measures presented.
- November 5 (Post-Election Analysis): The American Public Transportation Association (APTA) hosted a webinar to dissect the results, inviting leaders from the Bay Area and Charleston to share their successful strategies.
- December 12 (Upcoming Deadline): As federal lawmakers look toward the end of the year, a critical legislative deadline looms. Federal highway and transit programs are set to expire, creating an urgent need for Congressional action before the current session concludes.
Strategies for Success: Lessons from the Field
The success of these ballot measures was not accidental; it was the result of a calculated pivot in how agencies communicate with the public. Throughout the APTA webinar, panelists emphasized three core pillars: consistency, transparency, and broad stakeholder engagement.
The "Crystal-Clear" Alternative
Bob Powers, general manager of Bay Area Rapid Transit (BART), credited the passage of the $14-billion sales tax measure to a brutal but necessary dose of honesty. Powers presented voters with a "crystal-clear" alternative service plan: if the measure failed, the agency would have no choice but to shutter specific stations and curtail service significantly. By framing the ballot measure as a choice between a functioning system and systemic decline, BART secured 62% support from voters.
The Coalition Approach
In San Francisco, the "Stronger Muni For All" parcel tax campaign achieved a 72% approval rating. Andrew Fremier, executive director of the Metropolitan Transportation Commission, explained that the agency convened a vast coalition of stakeholders to craft a message that was both compelling and defensible. A key component of this success was the promise of accountability. The MPO has committed to regular financial efficiency reviews, acknowledging that agencies cannot repeatedly turn to voters for tax increases without demonstrating rigorous fiscal management.
Julie Kirshbaum, Director of Transportation for the San Francisco Metropolitan Transportation Association, echoed this sentiment. She highlighted that the coalition’s success was rooted in a deep understanding of what customers value. The mandate is now clear: the funding must be channeled into the tangible improvements that riders demand daily—cleanliness, safety, and operational reliability.
The Interdisciplinary Model
In Charleston, the strategy was equally sophisticated. Ron Mitchum, executive director of the Charleston Area Regional Transportation Authority (CARTA), oversaw the passage of a 25-year, half-cent sales tax. By framing transit as one piece of a larger infrastructure puzzle—integrating it with highway flood mitigation and green space acquisition—CARTA appealed to a wider swath of the electorate. "We have competing interests but have learned to come together," Mitchum remarked, noting that voters are more likely to support transit when they see it solving multiple problems simultaneously, such as preventing road flooding while providing alternative commuting options.
Federal Implications and the Road Ahead
While local victories provide a robust foundation for transit agencies, the federal landscape remains complex. Ward McCarragher, APTA’s vice president for government affairs and advocacy, cautioned that despite the incoming congressional majority, the path forward requires a shift in messaging at the national level.
McCarragher noted that the Infrastructure Investment and Jobs Act (IIJA) faced significant hurdles in 2020, with only a small minority of Republicans supporting the bill. Consequently, he argued that simply asking Congress to "reauthorize" existing programs is no longer an effective strategy. Instead, the focus must shift toward highlighting transit’s role in driving affordability for the American middle class. By framing transit as a tool for economic mobility and cost-of-living reduction, advocates believe they can build the bipartisan support necessary to secure long-term federal funding.
Legislative Priorities
APTA’s current legislative agenda is ambitious. Key goals include:
- Restoring Energy Tax Credits: Ensuring that the Inflation Reduction Act continues to support clean energy transit projects, such as the electrification of bus fleets.
- Tariff Rescission: Working to rescind current administration tariffs that have increased the cost of transit infrastructure components.
- Preventing a Shutdown: With the December 12 deadline approaching, the immediate focus is on ensuring that the current Congress passes full-year funding bills. A failure to act would create a massive disruption for construction and engineering firms that rely on the predictability of federal transit funding.
Conclusion: A Mandate for Connectivity
The results of the November 3 election represent more than just a victory for transit agencies; they represent a public mandate for a more connected, efficient, and sustainable America. Whether through the lens of a parcel tax in San Francisco or a regional BRT system in Charleston, voters have shown they are willing to invest in their future—provided that the case for such investment is made with clarity, transparency, and a focus on the needs of the end-user.
As agencies begin to deploy these $31 billion in new funds, the pressure to deliver on the promises of "safety, cleanliness, and reliability" will be immense. The successful passage of these measures has bought these agencies time, but it has also raised the bar for accountability. In the coming months, all eyes will be on Washington to see if Congress can match the local enthusiasm for infrastructure with the federal stability required to keep these projects moving forward. For now, the message from the ballot box is clear: the American public wants their transit systems to work, and they are willing to pay for the privilege of a reliable ride.
