The digital divide remains one of the most significant barriers to global equity in the 21st century. Nowhere is this challenge more pronounced—and the potential for transformation more profound—than in Sub-Saharan Africa. In a landmark move aimed at addressing this systemic gap, Helios Towers, a leading independent telecommunications infrastructure company, and UNICEF have announced a comprehensive, multi-year partnership. This collaboration is designed to expand internet connectivity and digital learning access for children and young people across the continent, signaling a new era of private-public synergy in the pursuit of educational equity.
Main Facts: A Synergy of Infrastructure and Advocacy
The partnership is built upon the integration of Helios Towers’ technical and logistical expertise in telecommunications infrastructure with UNICEF’s global mandate for child welfare and digital inclusion. The collaboration specifically targets two of UNICEF’s flagship initiatives: Giga and the Learning Passport.
Giga: Connecting Every School
Giga is a global initiative launched by UNICEF and the International Telecommunication Union (ITU) with the ambitious goal of connecting every school in the world to the internet by 2030. In the context of this new partnership, Helios Towers will provide critical support for school connectivity mapping. This involves using data science and infrastructure insights to identify where schools are located and which ones lack connectivity. Furthermore, Helios will assist in the development of the physical infrastructure necessary to bring high-speed internet to these often-remote locations.
The Learning Passport: Education Without Borders
The Learning Passport is a digital education platform developed by UNICEF in collaboration with Microsoft and the University of Cambridge. It is designed to provide high-quality, flexible, and portable digital learning. Crucially, the platform is built to function both online and offline, ensuring that children in areas with intermittent connectivity can still access a curriculum that is vetted and recognized by national education systems. Helios Towers’ role will be to facilitate the expansion of this platform, ensuring that the "last mile" of delivery is bridged through reliable network support.
Geographical Focus
The initial phase of the partnership will focus on four key markets where the need for digital intervention is acute:
- The Democratic Republic of Congo (DRC): A nation with vast geographical challenges and significant infrastructure gaps.
- Malawi: Where rural connectivity remains a primary barrier to secondary and tertiary education.
- Tanzania: A rapidly growing economy that requires a digitally literate workforce to sustain its momentum.
- West Africa: The partnership has earmarked an additional country in this region for support, leveraging Helios Towers’ established engineering capabilities in the area.
Chronology: From Infrastructure Development to Educational Empowerment
The path to this partnership reflects a broader shift in how telecommunications companies and international NGOs view their roles in emerging markets.
2019 – The Genesis of Giga: UNICEF and the ITU launched Giga to address the fact that nearly half of the world’s schools were offline. The initiative recognized that connectivity is not a luxury but a fundamental right for the modern student.
2020-2022 – The Pandemic Catalyst: The COVID-19 pandemic acted as a brutal wake-up call for the African education sector. As schools closed, the lack of digital infrastructure meant that millions of African children were completely cut off from learning for nearly two years. This period saw the rapid acceleration of the Learning Passport, which moved from a pilot program for displaced children to a national-scale solution for general education.
2023 – Helios Towers’ Strategic Realignment: Helios Towers continued its expansion across Africa, focusing on "underserved and high-growth markets." The company recognized that its role as a "TowerCo" (Tower Company) was central to the social fabric of the nations it served. Providing the "steel and grass" for mobile networks was the first step; ensuring those networks served the most vulnerable was the next logical progression in their Corporate Social Responsibility (CSR) and Environmental, Social, and Governance (ESG) strategies.
Late 2024 – The Partnership Announcement: Following months of technical consultations and logistical planning, the formal partnership was announced. This marked a transition from ad-hoc support to a structured, multi-year commitment aimed at systemic change rather than short-term relief.
Supporting Data: The High Stakes of African Connectivity
The necessity of this partnership is underscored by staggering demographic and economic data. Africa is currently home to the world’s youngest and fastest-growing population. Demographic projections suggest that by the end of this century, an estimated eight out of ten people on the planet will be born in Africa.
The Connectivity Gap
According to data from the ITU, while global internet penetration is rising, Sub-Saharan Africa still lags behind. In many of the target countries for this partnership, less than 30% of the population has regular access to the internet. For schools, the numbers are even more concerning. In the DRC, for example, the vast majority of rural schools have no digital tools whatsoever, leaving students at a massive disadvantage compared to their global peers.
The Economic Multiplier
Research by the World Bank indicates that a 10% increase in mobile broadband penetration can lead to an increase of 0.8% to 2.5% in GDP in middle- and low-income countries. By focusing on school connectivity, the Helios-UNICEF partnership is not just supporting education; it is laying the groundwork for long-term economic resilience. A digitally literate youth population is a prerequisite for participating in the "Fourth Industrial Revolution," which includes sectors like fintech, agritech, and remote services—all of which are booming in Africa.
Infrastructure Costs
The cost of connecting the remaining unconnected schools globally is estimated by Giga to be in the tens of billions of dollars. Private sector involvement, such as that provided by Helios Towers, is essential because government budgets in developing nations are often stretched thin by competing demands for healthcare, basic nutrition, and traditional infrastructure like roads and electricity.
Official Responses: Voices of Leadership
The leadership of both organizations has emphasized that this partnership is a convergence of mission and capability.
Tom Greenwood, CEO of Helios Towers, highlighted the transformative power of the industry:
“Connectivity is a core enabler of education, social inclusion, and long-term economic growth. As a mobile tower company operating across Africa and the Middle East, we see first-hand how access to reliable connectivity can transform communities. Our partnership with UNICEF reflects our commitment to expanding digital inclusion and helping connect the next generation to learning, skills, and opportunity.”
Greenwood’s statement reflects a pragmatic understanding of the "TowerCo" model. By providing the essential infrastructure that mobile network operators (MNOs) use to broadcast signals, Helios occupies a unique "bottleneck" position where their improvements can benefit multiple carriers and, by extension, the entire public.
Philip Goodwin, CEO of UNICEF UK, focused on the human rights aspect of the collaboration:
“Digital connectivity is increasingly essential for learning, opportunity and helping children reach their full potential. Through partnerships like this, UNICEF is working with governments, communities and the private sector to remove barriers to education and build systems that enable children to learn, grow and thrive. We are grateful to Helios Towers for its commitment to expanding connectivity where the need is greatest, helping bring quality learning opportunities to children and young people in underserved communities and supporting our shared ambition to make childhood unstoppable.”
Goodwin’s use of the phrase "make childhood unstoppable" aligns with UNICEF’s broader branding, emphasizing that poverty and lack of infrastructure should not be the factors that halt a child’s development.
Implications: A Blueprint for the Future
The implications of this partnership extend far beyond the immediate provision of routers and towers. It represents a significant shift in the global development landscape.
1. The "TowerCo" as a Social Utility
Historically, telecommunications infrastructure companies were seen as purely industrial players. This partnership redefines the "TowerCo" as a critical social utility. By leveraging their "in-market presence and engineering capability," Helios Towers is proving that the private sector’s core competencies can be directly applied to humanitarian goals without losing sight of business viability.
2. Scalable Models for Digital Transformation
The focus on DRC, Malawi, and Tanzania serves as a "proof of concept." If this model of mapping, infrastructure building, and digital platform delivery succeeds in these challenging environments, it can be scaled across the entire continent. This creates a blueprint for how other infrastructure giants (in power, water, or transport) might partner with UN agencies.
3. Closing the Skills Gap
The Learning Passport is not just about basic literacy; it is about digital skills. As African economies move toward service-oriented and tech-heavy sectors, the students benefiting from this partnership today will become the developers, engineers, and entrepreneurs of tomorrow. This partnership is, in essence, an investment in the "Human Capital" of the African continent.
4. Overcoming Geographic Isolation
In countries like the DRC, where dense forests and lack of roads make physical travel difficult, digital connectivity offers a "leapfrog" opportunity. A child in a remote village can access the same quality of educational material as a child in Kinshasa or London. This democratization of information is perhaps the most profound long-term implication of the Helios-UNICEF agreement.
5. Sustainability and Maintenance
A common criticism of digital initiatives in Africa is the "dump and run" approach, where equipment is provided but not maintained. This partnership addresses that through Helios Towers’ long-term market presence. Because Helios is an infrastructure company that maintains towers for decades, they have the local operational knowledge to ensure that the connectivity remains functional long after the initial installation.
Conclusion
The partnership between Helios Towers and UNICEF is a testament to the power of strategic alignment. By combining the "hard" assets of telecommunications (towers, engineering, and data) with the "soft" assets of global development (educational curricula, advocacy, and community trust), the two organizations are tackling the digital divide at its root.
As Africa continues its trajectory as the world’s most demographic-dynamic continent, the success of such initiatives will determine whether the "youth bulge" becomes a "demographic dividend" or a "demographic burden." By ensuring that "childhood is unstoppable" through digital inclusion, Helios Towers and UNICEF are placing their bets on a brighter, more connected future for millions of young Africans.
For the telecommunications industry, this sets a high bar for corporate responsibility. For the children of the DRC, Malawi, and Tanzania, it offers something much more simple and powerful: a window to the world and a path to a better future.
