The transatlantic corridor has long been the most critical artery of the global internet, carrying the vast majority of data between the world’s two largest economic blocs: North America and Europe. However, as the digital landscape shifts toward massive artificial intelligence (AI) models and hyper-scale cloud architectures, the existing infrastructure is facing an unprecedented test.
In a landmark move to address this burgeoning demand, EXA Infrastructure, a leading European digital infrastructure platform, has announced the launch of EXA Meridian. This new 6,552-kilometer transatlantic subsea cable will connect New Jersey in the United States directly to Brean in the United Kingdom. Scheduled for completion in late 2029, the project marks a historic milestone: it is the first transatlantic cable to be built by a single operator in over a decade.
With a design capacity exceeding 500 Terabits per second (Tbps) across 24 fiber pairs, EXA Meridian is not merely an incremental update to global connectivity; it is a purpose-built response to a fundamental shift in how the world’s largest technology companies consume bandwidth.
Main Facts: A New Standard for Transatlantic Connectivity
EXA Meridian represents the ninth transatlantic cable in EXA Infrastructure’s expansive portfolio, but its specifications and ownership model set it apart from its predecessors.
1. Strategic Route and Physical Scale
The cable will span 6,552 kilometers, stretching from the critical landing hubs of New Jersey—the gateway to the U.S. East Coast’s data center clusters—to Brean, a strategic landing point on the southwest coast of the UK. By choosing Brean, EXA Infrastructure provides an alternative to the historically congested landing stations in Cornwall, offering greater geographic diversity and resilience against localized outages or physical disruptions.
2. Unprecedented Capacity
The system is engineered with 24 fiber pairs, a significant leap over older systems that typically operated with 4 to 8 pairs. This high-density design allows for a total system capacity of over 500 Tbps. To put this in perspective, this capacity could theoretically support the simultaneous streaming of millions of ultra-high-definition videos or the real-time synchronization of massive global datasets used in machine learning.
3. The "Single Operator" Paradigm
For the past decade, the subsea cable industry has been dominated by "consortium" models, where multiple telecommunications companies or "hyperscalers" (like Google, Meta, and Microsoft) pool resources to build a cable. EXA Infrastructure’s decision to build EXA Meridian as a single operator is a bold statement of financial independence and strategic intent. It allows the company to maintain total control over the technology stack, maintenance schedules, and commercial offerings.
4. Integration with Terrestrial Backbones
Unlike many standalone subsea systems, EXA Meridian is designed to be "plug-and-play" with EXA’s existing terrestrial network. The landing station in Brean will connect via diverse, high-speed terrestrial routes to Slough—the UK’s primary data center hub—and subsequently into EXA’s pan-European backbone, which spans over 150,000 kilometers across hundreds of cities.
Chronology: From Vision to "Contract in Force"
The development of a subsea cable is a multi-year odyssey involving complex maritime law, environmental assessments, and cutting-edge engineering. The timeline for EXA Meridian reflects a disciplined approach to infrastructure investment.
- Phase 1: Planning and Market Analysis (2022–2023): EXA Infrastructure identified a looming capacity gap in the transatlantic market. While several cables were launched between 2015 and 2020, the explosive growth of Generative AI in late 2022 accelerated the need for a new generation of high-fiber-count systems.
- Phase 2: Supply Chain Engagement (Early 2024): EXA began deep-level negotiations with subsea technology specialists. The goal was to secure a partner capable of delivering 24-fiber pair technology, which requires advanced repeaters and power-feeding systems.
- Phase 3: Contract in Force (CIF) (Current Milestone): EXA Infrastructure has officially reached the "Contract in Force" stage with Xtera, a specialist in subsea telecommunications. This milestone signifies that the project has moved from the conceptual and planning stage to active manufacturing and implementation. Funding is secured, and the technical specifications are finalized.
- Phase 4: Manufacturing and Marine Survey (2025–2027): Over the next two years, the physical cable and repeaters will be manufactured. Simultaneously, specialized vessels will conduct deep-sea surveys to map the safest and most efficient path across the Atlantic seabed, avoiding underwater canyons and seismic zones.
- Phase 5: Cable Laying and Testing (2028): Heavy-lift cable ships will begin the arduous process of laying the cable from shore to shore, burying it in the seabed near the coastlines to protect it from fishing anchors and maritime activity.
- Phase 6: Ready for Service (RFS) (Q4 2029): After rigorous testing of the optical signals and power systems, EXA Meridian will officially go live, becoming the primary conduit for the next decade’s data traffic.
Supporting Data: The Economic and Technical Drivers
The launch of EXA Meridian is underpinned by hard data regarding the changing nature of the digital economy.
The Shift to Spectrum and Fiber Pairs
In the past, wholesale customers would buy "wavelengths"—individual slices of light on a fiber. Today, the "Big Tech" players (Hyperscalers and Neoclouds) want more control. They are increasingly purchasing entire fiber pairs or spectrum, allowing them to use their own transmission equipment and manage their own capacity upgrades. EXA Meridian’s 24-pair architecture is specifically designed to cater to this "wholesale-first" demand.
The AI Bandwidth Explosion
According to industry analysts, the bandwidth required for AI training and inference is growing at a compound annual growth rate (CAGR) significantly higher than traditional internet traffic. AI models are often distributed across multiple data centers; for instance, a model might be trained in a facility in Northern Virginia and served to users in London or Frankfurt. This necessitates massive, low-latency "east-west" traffic across the Atlantic.

Official Responses: Leadership Perspectives
The leadership at EXA Infrastructure views this project as a defining moment for the company and the broader industry.
Jim Fagan, CEO of EXA Infrastructure, emphasized the proactive nature of the investment:
“Demand across the Atlantic is changing quickly. The largest customers are increasingly planning in spectrum and fiber pairs, and the capacity they will need towards the end of the decade has to be built now. With a Ready For Service date set for 2029, EXA Meridian will be the only cable with sufficient capacity to satisfy these large-scale demands.”
Fagan further highlighted the strategic advantage of EXA’s ownership model:
“By integrating EXA Meridian directly into infrastructure that we own and operate across Europe, we can give customers greater route choice, resilience, and accountability. It demonstrates the discipline behind our investment strategy and our confidence in continuing to build as commercial demand requires.”
The partnership with Xtera is also a critical component of the announcement. By selecting a specialist known for high-capacity optical amplification, EXA is ensuring that the cable remains at the cutting edge of physics, maximizing the amount of data that can be squeezed through each strand of glass.
Implications: Reshaping the Global Data Landscape
The introduction of EXA Meridian into the global network ecosystem carries several profound implications for the telecommunications industry and the global economy.
1. Diversification of Risk
The global internet is surprisingly fragile. Physical threats—from ship anchors to undersea earthquakes—can sever cables. By establishing a new route from New Jersey to Brean, EXA Meridian adds a layer of geographic diversity. If a major hub like Cornwall or New York experiences a disruption, EXA Meridian provides a high-capacity bypass, ensuring that critical financial transactions and cloud services remain online.
2. Democratizing Access for "Neoclouds"
While the "Big Three" (AWS, Azure, Google Cloud) have the resources to build their own cables, a new wave of "Neoclouds"—specialized cloud providers focused on AI and high-performance computing—requires massive capacity but may not want the burden of cable ownership. EXA Meridian provides these players with the ability to buy "dark fiber" or spectrum at scale, allowing them to compete on a level playing field with the tech giants.
3. Economic Impact on Regional Hubs
The choice of Brean as a landing site is likely to spur investment in the surrounding region. As data flows from the subsea cable into the UK’s terrestrial network, the demand for local data centers and tech-related jobs in the Southwest of England is expected to rise, further decentralizing the UK’s tech economy away from the London-Slough corridor.
4. Reinforcing the Transatlantic Leadership
Despite the rise of emerging markets in Asia and Africa, the transatlantic route remains the "Gold Standard" for latency and reliability. EXA Meridian ensures that the U.S.-Europe link remains the most technologically advanced in the world, supporting the continued growth of the digital trade that underpins the Western economy.
5. Future-Proofing for 2030 and Beyond
By the time EXA Meridian goes live in 2029, the first generation of 100G and 200G cables will be nearing the end of their design lives. EXA Meridian is effectively the "replacement cycle" for the 2030s, ensuring that as old cables are retired, the world does not face a "bandwidth crunch."
Conclusion: A Visionary Investment
The launch of EXA Meridian is a testament to the scale of ambition required in the modern digital age. In an era where data is often compared to oil, subsea cables are the pipelines that make the entire global economy possible. By committing to a 6,500-kilometer project as a single operator, EXA Infrastructure is not just building a cable; it is building the foundation for the next decade of technological innovation.
As AI continues to evolve from a novelty into a core component of every industry, the 500 Tbps of capacity provided by EXA Meridian will be the silent engine powering the discoveries, transactions, and communications of the 2030s. The journey to 2029 has begun, and the eyes of the global telecom industry are now firmly fixed on the waters between New Jersey and the shores of Brean.
