The telecommunications landscape is undergoing a profound transformation as the traditional boundaries between terrestrial mobile networks and satellite infrastructure begin to dissolve. Barbara Pareglio, Senior Technical Director at the GSMA, recently underscored this paradigm shift, articulating a vision where seamless, ubiquitous connectivity is no longer a luxury but a standard feature of the global mobile experience. As the industry advances toward the integration of Non-Terrestrial Networks (NTN), the focus has shifted from experimental pilots to the creation of robust, interoperable commercial frameworks.
Main Facts: The NTN Imperative
The core of this evolution lies in the convergence of two previously siloed industries. The goal is to create a unified ecosystem where a user’s device can transition between cellular towers and orbiting satellites without manual intervention, proprietary hardware, or fragmented subscription models.
According to GSMA Intelligence, the momentum is undeniable: 151 mobile operators worldwide have already integrated satellite services into their portfolios—either through active live deployments, ongoing testing phases, or strategic planning. This represents a staggering addressable footprint of approximately six billion mobile connections. The rise of high-profile entities such as Starlink has catalyzed public and commercial interest, proving that the demand for "anywhere, anytime" connectivity is both urgent and economically viable.
However, the industry faces a critical juncture. While innovation is currently flourishing, it remains geographically and technically disparate. The challenge for the GSMA and its partners is to transition from a landscape of bespoke, siloed solutions to a globally harmonized environment underpinned by 3GPP standards.
Chronology: A Rapidly Evolving Roadmap
The progression toward a hybrid connectivity model has accelerated significantly over the last nine months.
- Early 2026: The GSMA established a baseline for NTN integration, emphasizing the necessity of combining satellite and cellular connectivity to eliminate "dead zones" that plague terrestrial-only networks.
- Mid-2026: The focus shifted from conceptual frameworks to technical implementation. Working groups within the GSMA began tackling the granular challenges of terminal steering and roaming protocols.
- September 2026: A pivotal month for the industry, as stakeholders convene at M360 ASEAN in Kuala Lumpur and World Space Business Week in Paris. These events serve as the venue for translating technical standards into actionable business models, marking the industry’s transition from early commercialization to the scaling of hybrid connectivity.
- Upcoming Q4 2026: Anticipated releases of industry-wide whitepapers and continued expansion of the GSMA NTN Community, which currently boasts over 60 member organizations.
Supporting Data: The Scale of Opportunity
The data provided by the GSMA highlights that we are past the point of speculation. The 151 operators now engaged in the satellite space demonstrate that the business case for NTN is firmly established.
A primary driver for this activity is the "Direct-to-Device" (D2D) revolution. D2D connectivity aims to allow standard smartphones—without specialized satellite antennas—to communicate directly with Low Earth Orbit (LEO) satellites. The technical feasibility of this, particularly through Narrowband-IoT (NB-IoT) NTN, is currently the subject of rigorous standardization efforts.
The GSMA’s recent whitepapers and case studies, such as the collaborative work with Terrestar, provide a blueprint for this integration. By aligning satellite-enabled mobile services with 3GPP standards, the industry is effectively lowering the barrier to entry for mobile network operators (MNOs) and satellite network operators (SNOs) to engage in mutually beneficial roaming agreements.
Official Responses and Strategic Initiatives
The GSMA’s role in this transition is that of an orchestrator. By leveraging its various working groups, the organization is bridging the gap between theory and practice.
The Role of Working Groups
- Terminal Steering Group (TSG): This group is instrumental in defining how devices "decide" to switch between terrestrial and satellite networks. This ensures that the user experience remains consistent, preventing dropped calls or erratic data speeds during handovers.
- Networks Group (NG): Focused on the complexities of roaming. This includes not only the standard terrestrial-to-terrestrial roaming we are accustomed to, but also the nuanced NTN-to-terrestrial and NTN-to-NTN protocols.
- Wholesale Agreements and Solutions Group (WAS): Perhaps the most vital for commercial viability, the WAS is developing standardized commercial frameworks. These templates simplify the often-complex legal and financial arrangements between satellite providers and mobile operators, facilitating the scale required for mass-market adoption.
According to Barbara Pareglio, the GSMA NTN Community has grown to more than 60 organizations, creating a massive pool of cross-industry expertise. This collaboration is essential to ensure that the "fragmentation trap"—a scenario where different regions or providers use incompatible technologies—is avoided.
Implications: The Path to Global Interoperability
The implications of a successful NTN integration are transformative for the global economy.
Bridging the Digital Divide
For developing nations, particularly within the Asia-Pacific region, NTN offers a path to bypass the massive capital expenditure required to lay physical fiber or erect towers in remote or mountainous terrain. By integrating satellite connectivity, MNOs can extend their services to unserved populations, effectively narrowing the global digital divide.
The Hybrid Connectivity Model
The future is not "terrestrial versus satellite," but rather a hybrid model where satellites act as a supplementary layer to terrestrial networks. When a user is in an urban center, their device will prioritize the high-bandwidth capacity of 5G terrestrial towers. When that user moves into a remote area, the device will seamlessly switch to a satellite link to maintain essential data and voice services. This level of transparency is the "holy grail" of the telecommunications industry.
Regulatory and Spectrum Harmonization
One of the most significant hurdles remaining is spectrum harmonization. Different jurisdictions maintain different rules regarding the use of radio frequencies for satellite communication. The GSMA is actively working with international bodies, such as the ITU (International Telecommunication Union), to advocate for regulatory environments that allow for the fluid operation of hybrid networks. As noted in the Industry Dialogue with Mario Maniewicz, Director of the ITU Radiocommunication Bureau, the harmonization of spectrum is a prerequisite for scaling.
Looking Forward: M360 ASEAN and World Space Business Week
The discussions taking place in Kuala Lumpur and Paris this month are set to move the needle on several key issues:
- Commercial Models: Moving beyond experimental revenue-sharing models to sustainable, long-term wholesale agreements.
- Device and Chipset Development: Ensuring that future smartphone hardware is "NTN-ready" by default, reducing the need for specialized handsets.
- Customer Ownership: Clarifying how billing and customer support will be managed when a user moves between terrestrial and satellite segments of a network.
Conclusion: A Collaborative Horizon
As the industry looks toward the remainder of 2026, the message from the GSMA is clear: the technology is ready, the standards are maturing, and the appetite for universal connectivity is at an all-time high. However, success will not be achieved in isolation. The integration of non-terrestrial networks requires a high degree of transparency and collaboration between stakeholders who were historically competitors or entirely separate entities.
Through the ongoing efforts of the GSMA’s working groups and the proactive participation of its 60+ member organizations, the industry is building the foundation for a truly connected planet. Whether it is through the deployment of NB-IoT NTN or the evolution of roaming frameworks, the mobile and satellite industries are moving toward a singular goal: a world where connectivity is no longer defined by geography, but by the seamless reach of a unified, global network.
For stakeholders, the directive is to engage with these forums, adopt the emerging 3GPP standards, and participate in the development of the commercial models that will define the next decade of telecommunications. As Barbara Pareglio notes, the conversation is just beginning, and the coming months will be critical in defining the architecture of our future, sky-linked world.
