The design objective was never to erase the history of Belmont, but rather to make it accessible through 21st-century technology, premium hospitality, and superior spatial flow.
A core component of this philosophy was addressing a common flaw in racetrack design: the tendency for venues to "turn their back" on the daily rhythm of the sport. McWilliam emphasizes that the fan experience is not limited to the two minutes of a race. It encompasses the parade through the paddock, the saddling of the horses, the mounting of the jockeys, and the post-race celebration in the winner’s circle. By designing the new structure to provide dual-sided views—tracking the race on one side and the paddock activity on the other—the design team has successfully integrated the "behind-the-scenes" action into the spectator experience. By January 2025, the superstructure concrete contractor was fully mobilized. The design utilized a reinforced concrete frame up to the third level, with massive elevator and stair cores serving as the structural backbone of the building. Above the third floor, the construction pivoted to structural steel to support the expansive roof and the signature sweeping canopy that defines the venue’s profile.
Closing the Envelope (Late 2025–Early 2026)
As the structure ascended, the primary challenge shifted from construction speed to weather mitigation. Protecting the interior infrastructure—which includes sophisticated mechanical systems, electrical switchgear, and climate control units—became the project’s highest priority. To ensure the facility could withstand the harsh Long Island winters, the team prioritized the facade, installing roughly 1,000 unitized panels and 3,800 metal panels by the end of 2025.
Luck, combined with engineering foresight, played a role. During a record-breaking February snowstorm that dropped 30 inches of snow on the region, Cettina feared the roof might be compromised. To his relief, high winds scoured the roof clean of snow. "I just looked up to the sky and I blew a kiss," he recalls.
Operational Infrastructure: Behind the Scenes
While the public will see the luxury suites and the sleek, modern grandstand, the true efficiency of the new Belmont Park lies in its basement. This "back-of-house" level is a logistical hub designed to manage the immense operational load of a year-round venue.
The basement houses everything from a centralized marshaling yard and loading docks to high-tech jockey quarters. The latter includes a modern locker room, steam room, sauna, and a laundry center featuring dry-cleaning-style rotating racks. Furthermore, the facility includes a green room for talent, media workrooms, and a complex commissary kitchen system. By locating food preparation and service elevators near the core of the building, the design team ensured that dining services—ranging from casual concessions on the first floor to premium restaurant service on the upper levels—can operate seamlessly regardless of crowd size.
This level of operational flexibility is critical. The venue is designed to handle crowd fluctuations ranging from 2,000 to 50,000, a feat impossible with the original, purely seasonal, open-air structure.

AECOM Tishman’s recommendation to swap basement masonry walls for mold-resistant drywall resulted in a $2-million reduction in costs and accelerated the timeline for mechanical installations. The team also "prepurchased" long-lead-time equipment—including HVAC units, chillers, and emergency generators—to inoculate the project against the supply chain volatility that has plagued the construction industry since 2020.

As the September 18, 2026, partial opening approaches, the site is a hive of activity, with 400 workers on-site six days a week. The first two levels are nearing completion, and sitework around the paddock is being finalized. While the fifth floor will initially remain a shell space for future expansion, the rest of the facility is positioned to redefine the expectations of racing fans.
